The Coordination of the National Network for the Assistance and Protection of Human Trafficking Victims was heard by the Women's Rights Delegation in the Senate on Wednesday, May 15. The Hearing concerned Draft Bill n°736 (modified), with a focus on Articles 1 and 2 that transpose European Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims, and replacing Council Framework Decision 2002/629/JHA. Articles 1 and 2 of the draft modify the definition of human trafficking that is currently in force in Article 225-4-1 of the Penal Code. The Draft was adopted by the National Assembly on May 15, 2013 and will be examined by the Senate on May 27, 2013.
The Coordination of the National Network testified to Madame Maryvonnes Blondin, Senator and Rapporteur, about the work carried out by the Network's partners to protect victims of human trafficking, the difficulties caused by the French law providing that only those persons who file complaints are recognized as victims, and what is essential to improving the victim identification process (for all forms of exploitation), with a focus on the development of training professionals.

FRANCE - In April 2013, Najat VALLAUD-BELKACEM, Minister of Women's Rights and spokeswoman, defined the objectives of MIPROF, the inter-ministerial mission for the protection of female victims of violence and the fight against human trafficking (Mission interministérielle pour la protection des femmes victimes de violences et la lute contre la traite des êtres humains).
