National Network Ac.Sé

The Coordination of the National Network for the Assistance and Protection of Human Trafficking Victims was heard by the Women's Rights Delegation in the Senate on Wednesday, May 15. The Hearing concerned Draft Bill n°736 (modified), with a focus on Articles 1 and 2 that transpose European Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims, and replacing Council Framework Decision 2002/629/JHA. Articles 1 and 2 of the draft modify the definition of human trafficking that is currently in force in Article 225-4-1 of the Penal Code. The Draft was adopted by the National Assembly on May 15, 2013 and will be examined by the Senate on May 27, 2013.

The Coordination of the National Network testified to Madame Maryvonnes Blondin, Senator and Rapporteur, about the work carried out by the Network's partners to protect victims of human trafficking, the difficulties caused by the French law providing that only those persons who file complaints are recognized as victims, and what is essential to improving the victim identification process (for all forms of exploitation), with a focus on the development of training professionals.

The Senate Report presented by Madame Blondin is available here.

The recommendations include:

  • Improve and increase the frequency of the training of professionals who are likely to identify potential victims, with a focus on employment services,
  • Ameliorate the protection of victims, with a focus on sheltering and accommodation.

Human Trafficking is:
